Klaim Sudah Kantongi Data Jalan Rusak, DPUPR Ngawi Baru Siap Lelang di Awal April

    Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Kabupaten Ngawi, mengaku sudah mengantongi data jalan rusak yang ada di wilayah Bumi Orek-Orek.

    Data itu bahkan mereka klaim sudah ada sejak sebelum munculnya cuitan Bupati Ngawi di sebuah grup media sosial yang meminta masukan mengenai jalan rusak dan memancing ribuan komentar netizen. Dari 800 kilometer lebih jalan di Ngawi, lebih 80 persen mengalami kerusakan.

    “Laporan jalan rusak itu sebenarnya tak beda jauh dengan yang dimonitor oleh tim kami. Tetapi memang ada beberapa kendala untuk langsung memperbaikinya,” ujar M. Sadli Kepala DPUPR Ngawi.

    Kendala utama tentu saja soal anggaran yang terbatas serta skala prioritas infrastruktur Ngawi selama ini yang masih terbagi pada berbagai titik. Selain itu, tentang pengadaan barang jasa untuk bidang konstruksi, memiliki aturan baru sesuai Permen PUPR No 1/2022.

    Dibanding aturan lama, ada beberapa perbedaan yang signifikan. Termasuk dalam pajak yang sebelumnya hanya 10 persen, kini menjadi 11 persen. Hal itulah yang ikut mendorong pihaknya belum mengumumkan lelang.

    “Aturan itu berlaku efektif pada 1 April 2022, sehingga kita memulai memasukkan dokumen lelang sekitar akhir Maret atau awal April. Tapi sudah diproyeksi, Insya Allah tidak mempengaruhi target penyelesaian proyek,” ungkap Sadli.

    Tahun ini, DPUPR mengelola anggaran pembangunan dan perbaikan jalan Rp74,5 M. Sekitar Rp20 M dari proyek Dana Alokasi Khusus (DAK) dan sisanya dari APBD.

    Jumlah ini tentu jauh dari ketentuan mandatori anggaran bidang konstruksi yang sekitar 25 persen dari besaran APBD untuk belanja modal.

    “Bila saat ini APBD untuk belanja modal ada Rp600 M, maka sesuai mandatory semestinya proyek infrastruktur mencapai Rp150 M. Bila itu diberikan, bisa memperbaiki sekitar 80 persen kerusakan yang terdata,” ujar Sadli.

    DPUPR Ngawi sendiri akan meningkatkan koordinasi dan kapasitas SDM demi penyesuaian aturan pengadaan barang jasa itu Pengecekan sampai Senin (31/3/2022) di Unit Kerja Pengadaan Barang Jasa (UKPBJ) Ngawi, memang belum ada dokumen lelang yang masuk dari DPUPR. ***
