Tak Sekedar Kompetensi, Kadis PUPR Siap dengan Tantangan Bupati Ngawi

    Mohammad Sadli, setelah menduduki kursi terbarunya sebagai Kepala Dinas Pekerjaan Umum dan Penataan Ruang (DPUPR) Kabupaten Ngawi menggantikan Hadi Suroso secara tegas siap menerima tantangan kepala daerah setempat.

    Sebagaimana arahan Ony Anwar, Bupati Ngawi pada saat pelantikan kepada pejabat eselon 2,3 dan 4 pada Rabu lalu, (5/1), telah memprioritaskan pada peningkatan mutu pertanian selain mandatory. Mengingat, wilayah Kabupaten Ngawi sekitar 70 persen lebih warganya berprofesi sebagai petani, buruh tani dan pengusaha di bidang pertanian.

    “Fokus prioritas pembangunan Kabupaten Ngawi sesuai arahan beliau (Bupati Ngawi-red) selain mandatory suportingnya di pertanian. Jadi seluruh OPD bisa memaknai bahwa pertanian itu menjadi konsep POR ( Policy, Organisation and Rules-red) untuk kegiatan program kerja Kabupaten Ngawi kedepan. Saya siap mengemban amanah itu,” terang Mohammad Sadli, dikutip Kantor Berita RMOLJatim, Jum’at, (7/1).

    Untuk itu Sadli menilai seorang pejabat apalagi kepala dinas seperti dirinya tidak sekedar menguasai kompetensi sesuai cakupan kerja yang diemban.

    Melainkan, harus keluar berinovasi secara inklusif untuk menyelesaikan masalah sesuai visi misi yang digariskan Bupati Ngawi.

    “Sebagaimana ide gagasan yang saya sampaikan sebelumnya bahwa selama ini ada kesan money follows function dimana uang itu hanya mengikuti fungsi. Saya tidak mau seperti itu dan hanya bersifat rutinitas tetapi kita kedepan harus mampu menginisiasi sesuai goldnya bupati sesuai visi misinya,” ungkapnya.

    Lebih lanjut Sadli mengatakan, bicara food estate dimana ketahanan pangan sebagai parameter suatu daerah sebagaimana program pusat tentu harus disuport dan direalisasikan apalagi wilayah Ngawi merupakan salah satu lumbung panganya nasional. Sehingga ia pun berjanji, akan membuat terobosan dengan melakukan lobi aktif ke pemerintah pusat seperti Bappenas untuk mendapatkan anggaran bersumber DAK penugasan yang tidak reguler lagi seperti sebelumnya.

    Hal diatas ia lakukan agar money follow program tercapai dalam pengembangan kawasan strategis menuju peningkatan mutu pertanian.

    Sadli pun menjelaskan, kenapa tahun sebelumnya dimana Kabupaten Ngawi tidak mendapatkan DAK penugasan dan sebatas reguler. Ternyata alasanya cukup sederhana. Kata Sadli, yakni adanya informasi pemerintah pusat ke bawah/daerah dalam penyusunan anggaran tidak terintegrasi dengan baik secara linier. Setelah dikonsultasikan dengan BPN serta Bappenas ternyata wilayah Kabupaten Ngawi sebagai cakupan kantongnya pangan atau kawasan food estate hanya ada 5 titik wilayah kecamatan. Antara lain Paron, Ngawi, Widodaren, Padas dan Geneng.

    “Lima ini jika kita fokuskan ke akses jalan pasti akan gold. Makanya untuk PABPD tahun ini sudah kita siapkan DED nya daerah agar mendapat DAK penugasan kalau sebatas DAU itu tidak bisa. Makanya lima kecamatan ini masuk ke pusat kita progreskan mendapat DAK penugasan sedangkan DAK reguler difokuskan ke wilayah tertinggal,” ulas Sadli.

    Sekali lagi Sadli meminta jika ingin menyukseskan ketahanan pangan sesuai visi misi Bupati Ngawi maka semua stakeholder yang berkompeten ikut andil dan terintegrasi dengan baik. Baik DPUPR sendiri maupun Dinas Pertanian serta Dinas Perdagangan demikian juga DPMD yang bersentuhan langsung dengan pemerintahan desa.
